Analysis: FREDERICK CHITANGALAON APRIL 9, 2018, The National Health Insurance Bill was assented to and became law; Act No. 2 of 2018. With this law, there is established the National Health Insurance Scheme to provide universal access to quality insured health care services in accordance with the Act. Consequently, every citizen or established resident who is above 18 shall be registered as a member of the scheme in the prescribed manner and form, whether poor, vulnerable, unemployed or in employment. This is what is called social health insurance (SHI). You want to know why this is needed and how it should work? I will explain but first, you must understand how SHI will assist us reach Universal Health Coverage (UHC) goals. If you are employed and you have an above average income, you are probably one of the few that do not struggle to access and utilise promotive, preventive, curative, rehabilitative and palliative health services. Unfortunately, majority of Zambians are unable to access health care because they cannot afford it. This has since become the basis on which universal UHC was idealised. In fact, according Dr. Margaret Chan, the then WHO’s Director General, universal health coverage is the single most powerful concept that public health has to offer. However, in order to attain UHC goals, we need to demonstrate good governance, sound systems of procurement of medicines, medical technologies, and well-functioning health information systems. In short, a strong health system is required for achieving Universal Health Coverage. Nevertheless, we need to mobilise resources which will not disadvantage some households. The best resource mobilisation is done through health insurance rather than having people pay from their pockets. And that’s how come social health insurance (SHI) has become an alternative to reducing an important barrier to access for those who need coverage the most. It is a powerful mechanism for improving equity within the covered population and it is a means by which financial protection is attained. So how does SHI work? There will be pooled health risks for which you will be covered. You will be required to make an annual contribution towards the scheme in order for your household to access the covered services. With SHI, we can guarantee cross-subsidisation where the rich, the healthy and the young are able to share the burden of both health risks and costs with the poor, sick and elderly respectively. The advantage is that should you or any member of your household fall ill, you will not have to worry about how much you have in your pocket. Just get your scheme card and visit any accredited health facility near you. They will attend to you and you won’t have to worry about paying. Is our SHI technically and financially viable? The answer to this question depends on the depth and height of coverage. Depth refers to the array of services that will be available while height refers to the ratio of the total cost covered by insurance. Many countries have established an “essential package”, which should be covered. But we are not yet sure what our essential package will be. Like any other country, the funds available are never enough hence choices will have to be made and priorities set. Therefore, we expect the essential package to reflect what will provide the biggest health benefit to the population for the least cost. So don’t expect all health risks to be covered, only those which are essential.Until last year, Zambia did not have a standalone policy on health insurance and there was no explicit reference to health insurance in the current law, the Insurance Act, No. 27 of 1997. The National Health Insurance Act No. 2 of 2018 provides for, inter alia, establishment of the National Health Insurance Management Authority (NSHIMA).Okay, now we can look forward to a Zambia where every person living within our boundaries is protected from financial ruin and that this does not incapacitate them from accessing health care. But for SHI to function properly as intended in the law, certain conditions must be present.First, levels of income and the percentage of the population employed in the formal sector of the economy must exhibit growth or at least there must be deliberate programs on the part of government to create a fund to cover the unemployed and those in the lower income brackets.Secondly, the national banking system must be efficient to facilitate the flow of funds and information. At least our banking system has experience in handling e-vouchers and social cash transfers.Thirdly, a high degree of integrity and probity in corporate and public affairs is needed, because this will require handling greater amount of funds. The National Health Insurance Act is very clear on this expectation. For now, we can smile because we have equity in health care. This is the Zambia we want.(Look out for the next article on the expected challenges of SHI in Zambia). The author, a public health and strategic planning consultant, is director at the Olympic Youth Development Centre.

Former IBD Exec Brings New Member Benefit Organization to Indie Advisors
Keith Gregg, former president and CEO at First Allied Securities and the man responsible for launching the first wirehouse independent broker/dealer (now known as Wells Fargo Advisors Financial Network), has launched a software-as-a-service-based member benefit organization, Chalice Financial Network, and digital marketplace, Chalice Advisor Exchange, aimed at independent advisors and registered investment advisors.
While other service providers to independent advisors, such as Dynasty Financial Partners, focus on larger advisory teams, Chalice is focused on advisors with between $50 million to $250 million in assets under management, which tend to lack the economies of scale to build the services and support that the firm hopes to offer.
“It’s the largest segment of our industry right now,” Gregg said. “They need this kind of representation, to solve for economies of scale and to create a community where they can have peer-to-peer networking and collaboration to help them run their business better.”
For a flat monthly fee of $250, advisors get access to the single sign-on shared services technology platform, which includes 35 different products, services and vendors. Some services are complimentary; for example, every advisor who signs on receives a free lead generating and marketing website. Other services are available at deeply discounted member pricing; for example, members get 55 percent off at Office Depot. Members also get access to such tech vendors as Orion, Redtail and SmartX at negotiated prices.
Another feature of membership is access to guaranteed issue group health insurance. Chalice partnered with professional employer organization Oasis Outsourcing to provide group health insurance to advisor members, their staff and families.
“You get access to our PEO for free, whereas historically unless you have 10 people or better as part of your group, they won’t even talk to you about giving access to group health insurance that will save you as much as 25 to 30 percent,” Gregg said.
While it’s not core to its business, Chalice also has a broker/dealer and corporate RIA, as an accommodation for advisors who need a place to hang their shingle. (Gregg hired Derek Bruton, the former head of LPL Financial's independent advisor services, in April 2018, to serve as president of the b/d and RIA.)
The idea of the network is to help independent advisors through the entire lifecycle of their business—from starting it to exiting. The firm has resources to help advisors set up their own LLC or RIA and has negotiated a deal with WeWork to provide office space at a 25 percent discount. It offers help with growing and running an advisor's business—through the shared-services platform.
For help at the end of the lifecycle, the firm has a deal with Succession Link, a marketplace for buying, selling and merging practices. Chalice will even provide non-SBA loans to advisors who need it.
“We recognize that when you leave Merrill Lynch, Morgan Stanley, UBS, Wells Fargo, wherever, and you go through this transition from being an employee to being an entrepreneur now running the business, you might very well be a terrific wealth advisor, but you may not know a damn thing about running a business.”

Corsair One i160 smallest gaming desktop Review
Corsair One i160 smallest gaming desktop Review, The Corsair One i160 is a gaming PC like none other. In spite of this being the third emphasis of the part creator's scaled down gaming work area, no other organization has verged on making something almost as conservative, completely fluid cooled or quiet. Corsair One i160 smallest gaming desktop Review
This year, the Corsair One i160 has been updated with the best customer processor cash can purchase, the Intel Core i9-9900K, stacked out with the best end Nvidia GeForce RTX 2080 Ti designs and, obviously, RGB lighting. Corsair One i160 smallest gaming desktop Review
In spite of requesting a royal aggregate, we're certain this gaming PC merits the cost – simply know that processor performance endures in such a tight fenced in area. Corsair One i160 smallest gaming desktop Review
Corsair One i160: Pricing and availability
The new Corsair One arrangement is costly no doubt, with the beginning model priced at $2,999 or £2,849 (about AU$4,180). This Corsair One i140 arrangement nets you an Intel Core i7-9700K processor, Nvidia GeForce RTX 2080 designs card, 32GB of memory, in addition to a 480GB SSD sponsored up by a 2TB hard drive.
Makes the evaluating intriguing that this base model expenses as much as the most noteworthy end, last-page Corsair One Elite furnished with an Intel Core i7-8700K CPU and Nvidia GeForce GTX 1080 Ti GPU.
This design you see to the privilege is our review unit, the mid-go Corsair One i160 show, incorporates the best purchaser review gaming hardware you can request today.
Another model up, the Corsair One i180 tosses on a 14-centre, 28-string Intel Core i9-9940X processor designed for media generation level outstanding tasks at hand. This keeps going model discharges on February 12 and will cost a stratospheric $4,999 or £4,749 (about AU$6,975).
Over its outrageous price run, the new Corsair One faces a few in number adversaries however dependably proves to be the best with better hardware at an observably greater expense. The base i140 butts heads with the $2,299 (about £1,800, AU$3,150) MSI Trident X that features an Intel Core i7-9700K, Nvidia RTX 2080, 16GB of RAM and 256GB SSD.
In the interim, the $3,299 or £2,499 (about AU$4,520) Asus ROG Strix GL12CX goes head to head with the Corsair One i160 with an Intel Core i9-9900K, an Nvidia RTX 2080, 16GB of memory and just 256GB of SSD storage room.
Corsair One i160: Design
The Corsair One i160 is a shocking gaming machine. Two-millimetre thin metal plates meet to make rakish lines, and the highest point of the unit tops off with tall, corner to corner blades. The unit's whole suspension looks past present day, and its thin lighting paths just help emphasize this stylish with callbacks to Tron.
Between the Corsair One i160's aluminium outside and steel interior casing – also all the thickly stuffed parts, the unit feels like it has the thickness of dim issue. If not for its conspicuous PC associations, we could have confused this with a high return warhead for a photon torpedo.
Despite the fact that the Corsair One i160 may look precisely like the Corsair One Elite that preceded it, there are a couple of new fancy odds and ends on this scaled-down gaming PC. First of all, this small scale fix gains RGB lighting on its front façade, while the past models just had blue lights that must be modified to adaptable examples.
Besides, you may see that the cross section of ventilation openings at the edges currently length over the whole sides of the work area. This, obviously, is there to suit more wind current for the PC's full-sized, fluid cooled radiators.
Corsair One i160: Upgradability
In the event that anything, the Corsair One i160 has seen a lot more prominent inward reshuffling with this invigorating. The power supply has been moved from the upper direction of the unit, where it sat over the illustrations card, to the base left of the case. Along these lines, the PSU is better confined from the two most warmth creating parts.
On account of this redesign, it takes out the one expansion link for power while shortening others vital for video associations. The final product is a Corsair One i160 that is significantly more streamlined within for better wind current.
Updating has additionally been made somewhat less demanding this time around. The hard drive has been moved from the side of the PC to a less demanding to-achieve plate sandwiched between the Corsair One i160's motherboard and power supply. The CPU is likewise effectively available in the wake of expelling the fluid cooler syphon. Framework memory is by a wide margin the most effortless to evacuate and supplant, as you just need to pop open the left half of the case and squirm the RAM stands out of their DIMM spaces.
The main things that will inconvenience overhaul are the illustrations card and the strong state drive taken cover behind it. The GPU is sheathed in a crossbreed fluid/air cooler with the syphon mounted onto the primary GPU kick the bucket while a different fan and warmth sink cluster sit over the video memory.
All things considered, Corsair claims clients will most likely supplant this piece of its PC with any full-scrutinized card that utilization to 300W of vitality.
Corsair One i160: Performance
What a distinction an age of silicon makes. The Corsair One i160 totally bulldozes the last age Corsair One Elite – and, taking into account the amount more it costs, it damn well better have.
Preparing power is up, gratitude to an Intel Core i9-9900K processor pressing two extra centres. Then, graphical power has seen a knock up, gratitude to Nvidia's new all new Turing design, increments in recurrence and including quicker GDDR6 memory.
Facing progressively contemporary gaming work areas, the Corsair One i160 likewise steamrolls over the MSI Trident X that maximums out with 24,522 point Geekbench and 10,021 point TimeSpy scores. Obviously, MSI's smaller than expected work area is running with lower control hardware that incorporates an Intel Core i7-9700K and Nvidia RTX 2080.
Tragically, the Corsair One i160's series of wins is broken by the more practically identical Asus ROG Strix GL12CX that scores a lot higher 34,444 points on GeekBench and 2,027 in Cinebench utilizing the equivalent Intel Core i9-9900K CPU.
From what we can advise, it appears that the Corsair One i160 basically can't push its processor as hard as a generally measured gaming work area can. Truth be told, amid our testing, we saw CPU temperatures inside the smaller than normal PC reach up to 86C. The Corsair One i160 completes a greatly improved activity of keeping its GPU running at a cooler 60C, on account of a greater radiator just as a different fan and heatsink appended to the card.
Going into Corsair's iCUE performance and lighting tweaking software gives you some capacity to alter your framework fan bends, however, you can't advise the fluid cooler to syphon more enthusiastically, tragically. Setting the Corsair One i160 to keep running at 'Extraordinary' performance mode turns the fans up to the greatest 1,467rpm. This enables the CPU to remain 20-degrees Celsius cooler, however even in this mode we just observed a slight increment in handling performance.
In spite of the limits the Corsair One i160 puts on the processor, we didn't generally observe any debasement in our gaming encounters. The framework still figured out how to run Battlefield V with HDR turned on, Ultra quality settings and Ultra RTX rendering at a playable 50 to 79 outlines for each second.
We additionally need to state the Corsair One i160 remains astoundingly calm even with its fan turning at maximum capacity – obviously, this work area extremely just has one 140mm fan and a couple of other moving parts. All things considered, we wouldn't see any problems if Corsair included a second, base mounted admission fan to help reduce this current framework's cooling issues.
Corsair One i160: Conclusion
The Corsair One i160 is a standout amongst the greatest gaming work areas we've at any point reviewed, due to its reduced size as well as the tenacious performance you can crush out of it. It's a disgrace the CPU gets terribly hot, yet we can't generally look for trouble all the more cooling from a PC this conservative. We likewise envision clients seeing this machine will simply need a framework to diversion on, and it handles all recreations easily.
The Corsair One i160 may be costly, however assembling a framework with the same number of fluid cooled segments will set you back for about a similar expense, and you'll never have the capacity to assemble a gaming PC this little yourself. Consequently, we prescribe the Corsair One i160 in case you're searching for the smallest, most performant gaming work area cash can purchase.
